Hatboro is a small borough — incorporated in 1715 — built around a compact street grid with its own Warminster Line station, so daily errands and the train are close together for many addresses.
Horsham has been governed under a Home Rule Charter since 1975, so it sets many of its own rules rather than following the Pennsylvania Township Code. It is a larger, more spread-out municipality than the borough beside it.

Horsham Township
A home-rule township, ZIP 19044, incorporated in 1717 and located roughly ten miles north of Center City Philadelphia. Larger and more suburban in layout, with the former NAS JRB Willow Grove property inside its borders.
Two homes a few minutes apart can share the school district and still sit in different municipalities with different tax bills, trash service, permits and rules. Confirm the municipality of record on every address.

Hatboro's older borough core holds detached homes, twins and attached housing on compact lots inside a walkable grid. Horsham Township is laid out at a suburban scale, with detached subdivisions along with townhouse, condominium and apartment developments. The two are genuinely different buys even though they share a district.
The local detail people miss
The former Naval Air Station Joint Reserve Base Willow Grove in Horsham Township is an EPA Superfund site. PFAS in public and private drinking water wells near the base has been evaluated by ATSDR, and the Navy has issued remediation decisions for groundwater at portions of the former base. If you are buying in the area — particularly on a private well — ask directly about the water source, any treatment in place and the current public information from Horsham Township and the Navy's cleanup program.
